Understanding Côte d’Ivoire’s VOC Program

What Exporters Need to Know about Côte d’Ivoire’s

As Côte d’Ivoire continues to strengthen its trade infrastructure and consumer protection mechanisms, the government has implemented a Verification of Conformity (VoC) program. This program is designed to ensure that imported goods meet national and international quality and safety standards before entering the Ivorian market.

Whether you're a seasoned exporter or new to trading with Côte d’Ivoire, understanding the CBCA program is essential for smooth customs clearance and successful market entry.

What is the VOC Program?

The VOC program, governed by Decree No. 2017-567, mandates that all regulated products imported into Côte d’Ivoire must be accompanied by a Certificate of Conformity (CoC). This certificate verifies that the products comply with applicable Ivorian standards or approved international equivalents.

The program is enforced by the Ministry of Trade, Industry and SME Promotion, which has authorized several inspection agencies, including Cotecna, to carry out the conformity assessment and issue the required certificates.

Why Was the VOC Program Introduced?

The primary objectives of the VOC program are to:

  • Protect consumers from substandard, counterfeit, or potentially hazardous products.
  • Ensure fair competition by maintaining quality standards across all imports.
  • Facilitate trade by streamlining customs clearance through pre-shipment verification.

Which Products Are Regulated?

The CBCA program applies to a wide range of product categories, including but not limited to:

  • Food products
  • Electrical and electronic equipment
  • Cosmetics and hygiene products
  • Construction materials
  • Packaging
  • Vehicle spare parts and lubricants
  • Machinery and pressure equipment
  • Personal protective equipment
  • Textiles, footwear, and toys

A full list of regulated, exempted, and banned products is available through Cotecna

The conformity assessment process states that each shipment is inspected and tested before a CoC is issued. With Cotecna, exporters can receive their COC in as little as 48 Hours.

Steps to Obtain a Certificate of Conformity

  1. Contact an authorized inspection agency (e.g., Cotecna).
  2. Submit required documents, including invoices, test reports, and product specifications.
  3. Schedule inspection and testing (if required).
  4. Receive the CoC upon successful verification.
  5. Attach the CoC to your shipment for customs clearance.
